工程量清单计价模式下业主的造价控制与管理
摘要:2003年7月1日,国家建设部颁布的《建设工程工程量清单计价规范》(GB50500-2003)开始实施,2008年12月1日,新修订的国家标准《建设工程工程量清单计价规范》(GB50500-2008)开始实施,其中规定政府投资项目必须采用工程量清单计价。推行工程量清单计价方法是工程造价计价方法改革的一项重要举措,也是我国与国际建设项目管理接轨的必然要求。
本文按照全过程业主造价管理的一般理论,提出了在建设项目的各阶段适合业主工程量清单计价模式的造价控制模式,并结合案例加以说明。通过对各阶段的详细分析,理论联系实际,实事求是,提出业主与项目管理企业合作参与工程造价控制的管理思想,对造价控制理论的发展具有积极的借鉴作用。再通过分析工程量清单计价模式的特点及不足,将工程量清单对工程造价控制的新要求贯穿到建设项目的整个过程,力图客观真实地分析问题,并提出一系列可操作性的、实用性极强的业主投资控制措施。本文提出业主与项目管理企业的合作,这将对业主进行造价控制与管理具有极大的理论和现实意义。

Then through the analysis of the quantities bill valuation mode characteristics and shortage, to the list of quantities of engineering cost control through new requirements to the whole process of construction projects, and tries to objectively analysis problems, and puts forward a series of operational, practical strong owner investment control measures, especially the owner and project management enterprise cooperation, will be to the owner to carry out cost control and management is of great theoretical and practical significance.

The second part is on the quantities bill valuation content analysis, through the building products preparation stage, the bidding stage, construction stage of the system, the each stage owner how to carry on the project cost control and management. The third part is the key, and put forward the owner entrust project management enterprise project cost control and management, introduces in detail the project management enterprise management mode and the benefits.
