摘要为适应我国市场经济深化改革的需要，满足我国加入WTO,融入世界大市场的需要，我国造价管理实行“国家宏观控制，由市场竞争形成价格”的宏观管路政策。随着工程量清单计价的不断推行，传统定额计价的模式将逐渐弱化，建筑市场的日益完善以及与国际接轨等，都对我国工程建筑市场管理提出了新的要求，改革我国现行工程造价管理中的定额单价基价办法，实行工程量清单计价已势在必行。2003年2月17日，建设部以119号公告批准颁布了国家标准《建设工程工程量清单计价规范》，工程量清单计价是建设工程招标投标工程中，由投标人自主报价，并按照国家统一的工程量计算规则提供工程数量报价，并按照经评审低价中标的工程造价计价模式。《建设工程工程量清单计价规范》的发布实施，是工程造价管理工作面向我国工程建设市场进行工程造价管理改革的一个新的里程碑。
