论我国当前依法行政的现状与改革研究
内容摘要
依法治国，建设社会主义法治国家，是我国社会主义现代化建设的重要目标。这一方略己写入宪法修正案中。依法行政是依法治国的重要基础，也是实现依法治国的重点和难点。我国自二十世纪八十年代末确立依法行政观念以来，虽取得一定成绩，但各种相关问题也日益暴露。这些问题的存在，严重阻碍了依法行政和依法治国的进一步发展。本文从立法、执法等几个方面对依法行政存在的问题及其原因进行分析，在此基础上提出相应对策。本文认为，现阶段中国要完善和实现依法行政，建设成社会主义法治国家，健全法律制度是根本，加强行政主体法律素质是关键，强化对行政权的监督是保证，整个社会公民更新法制观念是促进依法行政的强大动力。

Abstract
Legally, a socialist country ruled by law, is China's socialist modernization important goals. This strategy has written amendments to the constitution. Legal administration is an important foundation of the rule of law, also is the realization of the rule of law emphasis and difficulty. Since our country in the late 1980s established according to law administration idea, though acquiring since certain achievements, but all sorts of relevant issues are becoming increasingly exposed. Of these problems, seriously hindered the administration according to law and the law of further development. This paper from the aspects of the legislation and enforcement of administration according to law the existence question and its reason is analyzed, and based on this, puts forward some corresponding countermeasures. This paper thinks, present Chinese to perfect and realize the administration according to law, constructing a socialist country under the rule of law, perfect the legal system is essential, strengthen the administrative subject legal quality is the key, strengthen the administrative supervision is the guarantee, the whole society citizens is to promote the new concept of legal system in accordance with the administrative power.
