结论
中国成为典范。远程教育注定要成为在全世界实施新教学的一个主要因素。中国的经验是一个非常宝贵的经验，是可为指针的理想方法。中国已有效地利用了一切先前提到的远距离学习方法,从广播函授、电视、光碟、互联网与万文网,并准备利用这方面的经验运用到大量虚拟大学。这表明可能适合中国的这几点对于发展中国家并不像中国一样顺利。
慢慢提高技术水平。非洲虚拟大学成功的尝试提醒我们在非洲互联网技术基础设施严重不足的情况下,远程教育技术的必须在试图实现更高层次的技术以前被掌握。
投资人而不是技术。发展中国家往往偏重对预算拨款的设备、基础设施和内容。如果有可能取得更高的整体投资主要是为方便用户充分熟悉资讯科技及灌输环境,从而保证了技术的投资回报率最高。
从战略角度进行部署。经常购买的技术是在合理规划的过程中使用。商学院教授的格言是结构性的决定,如买电视设施,应先战略议程,从而使更多合理有效地使用任何技术。这一进程实施初期可能会阻止虚拟在大学之前有一个贫穷国家更为小心了技术移民曲线。
