He completed his M.S. and Ph.D.degrees at Loughborough University of Technology, UK, in 1985 and 1989,respectively, and became Professor, in 1999, at the Eastern MediterraneanUniversity (EMU). He was the founder of the Construction Technology andManagement Program in the Civil Engineering Department, and worked asChairman of the Department and active Rector of EMU. In the academic yearof 2000–01, he was visiting Professor at the Illinois Institute of Technology,Chicago. He also worked in the Civil Engineering Department, Near EastUniversity, in Nicosia, Cyprus, from 2001 to 2005. Tahir Çelik was the foundingPresident of theHigher Education Evaluation and Accreditation Council ofNorthCyprus. Currently, he is Professor of Construction Management in the CivilEngineering Department, Eastern Mediterranean University. Tahir Çelik hasmore than 70 national and international journal and conference publications. Inaddition, he is Director of the Construction Management Research and PracticeCenter at the Eastern Mediterranean University.Yousef Baalousha is Lecturer at the Civil Engineering Department, EasternMediterranean University. His main research areas are Project Planning andScheduling, Cost Estimation, Value Management and Quality Management. Heobtained his B.S. and M.S. degrees in Civil Engineering in the ‘‘ConstructionManagement Division’’ at Near East University, and is a Ph.D. candidate in theDepartment of Civil Engineering at the Eastern Mediterranean University.
