少数民族地区新型农村养老保险制度研究

摘要：在云南这样的少数民族聚居地区建立农村社会养老保险制度，既是一项惠民政策，又是一项异常艰巨的社会系统工程。要在立足边疆、民族、贫困实际的基础上，重视新农保制度建立初期的组织动员与舆论推动，同时又须高度重视新农保制度的长期可持续发展，创新少数民族地区新型农村养老保险制度模式。随着人口老龄化和社会转型，农村养老面临家庭养老功能弱化、土地保障功能弱化以及社会化养老不健全等现实问题。本文通过对墨江哈尼族自治县进行实地调查，针对农村养老保险实施现状，对云南省少数民族地区农村养老保险机制进行研究。结果表明：选择走社会化与家庭化并存的养老模式，扩大农保管理宣传力度及财政投入，能够有效解决当前云南省少数民族地区农村养老问题。21382

Research on the new rural pension insurance system in Minority Areas—take Hani areas for example
Abstract: It is not only a social benefiting policy, but also an extremely arduous social system engineering that to establish rural social endowment insurance system in ethnic minority areas such as Yunnan. We should base on the actual of frontier, ethnic and poverty, emphasis on mobilization and public opinion promotion when new agricultural insurance system was established. At the same time, we should pay high attention to the long-term sustainable development of the new agricultural insurance system and create new rural pension insurance system in mode minority areas. With population aging and social transformation, rural pension facing real problems such as weakening of family pension, land protection and weakening social pension and so on. This article based on the Mojiang County field investigation, point at the status of implementation of rural endowment insurance, study on rural endowment insurance system in minority areas of Yunnan Province. The results show that choose coexistence of socialization and family pension model, expand agricultural insurance administration propaganda and financial investment can effectively solve the current problems of rural pension in minority areas of Yunnan Province.
