南通市城乡一体化的现状问题与对策分析

摘要：新时期南通着力实施城乡统筹、加快形成城乡一体化的新格局。核心打破传统的城乡独立发展的二元结构，进行全面的城乡一体化规划、城乡一体化制度的创新、城乡一体化基础设施的建设、城乡一体化社会事业的发展、城乡一体化政策措施的实施以及城乡一体化生态环境的保护等，基本形成了城乡一体、以城带乡、工农互惠、共同繁荣的新局面。本文从城乡经济、社会、人口和空间一体化4个方面选取了20个子指标构建城乡一体化综合评价指标体系，运用熵值分析法定量分析了南通市城乡一体化的时序演化过程，就此针对南通市城乡一体化现状提出存在的问题及相关建设性对策。26537

Abstract:Nantong focus on implementation of urban and rural areas in the new period as a whole, speed up form the new pattern of urban-rural integration. Core to break the traditional urban-rural binary structure of independent development, a comprehensive system innovation of the integration of urban and rural planning, urban and rural integration, the integration of urban and rural infrastructure construction, urban and rural integration, the development of society, urban and rural integration policy measures and the implementation of the integration of urban and rural ecological environment protection, etc., basically formed to promote agriculture, led the country to the city, reciprocity of workers and peasants, urban and rural integration and common prosperity. This article from the integration of urban and rural economy, society, population and space five aspects to select indicators for 20 is building a comprehensive evaluation index system of urban and rural integration, analyzed quantitatively by using entropy value method in nantong, the temporal evolution of the urban-rural integration process, that according to current situation of nantong city and countryside integration problems and relevant constructive countermeasures.

南通市城乡一体化的现状、问题与对策分析
1. 引言
    城乡一体化是个涉及经济、社会、人口、空间、生态等复杂系统科学的问题，各学术界对城乡一体化的含义众说纷纭，至今尚未有较同一定义。综合各学术界观点，其含义可概括为：城乡一体化是我国现代化和城市化发展的新阶段，就是要通过打破传统的城乡独立发展的二元结构，进行全面的城乡一体化规划、城乡一体化制度的创新、城乡一体化基础设施的建设、城乡一体化社会事业的发展、城乡一体化政策措施的实施以及城乡一体化生态环境的保护等，促进城乡生产要素和公共资源之间的自由流动和优化配置，以城带乡，以乡促城、互补发展、统筹协调，实现城乡之间经济、文化、生态、社会全面的融合、协调、可持续发展。自20世纪80年代末改革开放重点由农村推向城市以来，再次造成城乡割据的二元化结构，长期严重制约着城乡的经济发展，城乡矛盾日益突出，违背了贯彻落实科学发展观和全面建设小康社会的理念，就此须打破城乡相互分割的壁垒，兼顾城乡统筹协调发展，实现推进城乡一体化发展。南通市城乡一体化的现状问题与对策分析:http://www.751com.cn/guanli/lunwen_20760.html
