摘要：由于人类社会与经济的发展和土地资源的矛盾日益突出。导致藏区的土地资源受到严重的损害，如耕地面积急剧下降，滥用和浪费土地严重；生态环境的恶化使土地质量下降；土地保护管理制度不够科学等问题的出现，加之西藏本身的经济相对落后，土地分配不合理，因此针对这样的问题应用“三规合一”为背景，来规划藏区土地资源具有重要的现实和理论意义。可以加大宣传、统一思想； 加强领导、理顺机制；开展土地整治, 改善生态环境；合理布局和开发农牧林各类土地资源，充分发挥其优势和长处，根据区内市场的需要努力提高科学管理和集约经营水平，促进藏区土地资源经济的健康发展，使土地资源的开发获得最佳经济、社会与生态效益。28031
