摘要随着现代信息技术的发展，充分利用政府网站服务导向功能，实现有效的社会治理，已成为政府加强社会管理的重要工作。现如今，大部分城市的政府网站已基本实现了服务导向功能，实现了信息公开、阳光政务。而乡镇政府由于自身所存在的缺陷——经济相对落后、网络环境相对封闭、知识水平低层次化、劳动力老龄化等，在网络管理、网络信息公开这方面存在相应的薄弱点，而这也使得政府信息公开的效果大大削弱。为解决这一问题，本文对多个乡镇政府的网站进行实证调查和网络观察，并运用评价指标体系，从网站信息质量、网站传播能力、在线办事能力、公众参与程度、网站管理和监督这 5 个方面出发，通过观察得来的数据，对乡镇政府网站进行了分析，总结出乡镇政府的信息公开网站目前在这 5 个方面都存在很多问题，犹以公众参与程度为多。最后根据具体问题具体分析的原则，对这些所出现的问题都提出了相应的优化对策。 30788

Title The survey of the information disclosure website construction of the township government and the optimizing countermeasures
Abstract With the development of modern information technology, making full of the service oriented function of the government websites to achieve the effective social governance has become an important work for the government to strengthen the social management. Nowadays, most of the city governments’ websites has basically realized the social oriented function, the information disclosure and the sunshine government affairs. However, due to the deficiencies of the township governments themselves, which are the economy backward relatively, relatively closed website environment, low level of knowledge hierarchy, ageing labor force and so on, there are corresponding vulnerabilities in the website management and the information disclosure, and it also makes the effect of the government information disclosure greatly weakened. In order to solve the problem, the article will try to investigate a number of the township governments’ websites using the evaluation index system to analyze the township government websites through the data, which is from website information quality, website communication ability, online business, the public participation, website management and supervision. In a conclusion, there are lots of problems in such aspects, especially the public participation. Finally, according to the principle of Case-by-case basis, the article puts forward some optimization countermeasures about these problems.
