摘要海南建设国际旅游岛的步伐一直没停过。在建设和开发的同时也存在着许多问题，岛民在这次建设中将会是最直接的体验者。重点从岛民的利益这一范畴对国际旅游岛建设的进行研究，在公共管理学的基础上，通过分析国际旅游岛的基本特点来归纳和总结岛民在建设中的利益。另外，通过损害岛民利益的原因的研究，旅游岛建设不得民意和定位不明确等，引申出解决问题的对策，运用公共管理手段解决问题，以达到国际旅游岛健康有效的发展。46864
