摘  要：推动社会管理创新是我国社会建设的重要主题。社会管理创新是我国经济社会领域的一场重大改革，关系社会主义现代化建设和改革开放。同时也代表地方政府能否发展好地方的公共利益。我国社会创新还存在着不少问题，中央与地方政府应采取相应措施给予完善与解决。其中，制度创新尤为重要。制度创新涉及到立场、智慧以及技术的科学搭配。制度创新的重点在于：把握好制度定位；制定好制度程序；规范好政府自身。56773

Analysis of institutional innovation and local government social management

Abstract: To promote the innovation of social management is an important topic of social construction in china. Social management innovation is a major reform of China's economic and social fields, the relationship between the socialist modernization construction and reform and opening also represents the ability of local governments to develop local public interest. An institutional innovation in social management innovation is to develop key scientific creation; institutional innovation involves position, wisdom and technology scientific collocation. An important event in the development of contemporary China is innovation and strengthens social management as the main policy agenda, which is particularly important, system innovation. Focus on institutional innovation lies in: a good grasp of the positioning system, embodies the values; make good procedures, adhere to the scientific; to standardize the government itself, to the public.

党的十六大以来，中央政府在推动政府管理创新和制度创新方面采取了一系列措施，比如修订了《国务院工作规则》，推进依法行政、提出加强行政监督、实施科学民主决策；提出政府依法管理的要求和目标；采取各项措施推进《公务员法》的贯彻实施，大力推动公务员制度创新。我国政府在创新和自身管理方面进行了广泛探索，积累了大量宝贵经验，这些经验也为地方政府在积极创新制度改革和加强自身管理方面提供了许多可借鉴的方向。但是在我国地方政府社会管理中还存在着不少问题。

一、地方政府社会管理中存在的问题

当代中国经济的发展依托政治的开明，创新和加强社会管理在新时代作为政府的主要政策议程被提出。而地方政府是社会管理职能履行的行为主体，在改革开放以后，我国的中央与地方的关系曾经过多次的调整，在权力下放的尝试中，地方政府的职能领域不断扩大，同时，其社会管理的创新型实践也在同步进行，其中，江浙沪等多地都先后涌现出许多地方政府社会管理的创新案例。但是，在这样地方分权的大背景下，以地方政府为主体的社会管理创新实践同样存在很多弊端。其中存在的问题有如下几点：

1.中央与地方之间社会管理的矛盾关系。在我国经济发展的当下，中央地方之间的社会管理仍存在许多问题，如地方政府的社会建设仍然服从于经济建设、政府行政的关键位置的职能转变仍未完成等。正是由于中央与地方、政府与社会、国家制度设计与地方经验之间存在的这种固有的紧张关系，社会管理的职能无法得到广泛而有效的执行，社会管理创新的发展也因此脱离基础。 

2.“形象工程”和“政绩工程”。政府官员注重打造“形象工程”，将政府社会管理职能的创新视作自身政绩发光点，重视某些领域的社会管理创新实践、大量开设地方政府的创新项目并为此设定奖励，忽视制度化的整理归纳和建设，将社会管理的创新打造成一场个人的“政治秀”，社会管理的创新也陷入了持续短、影响低、创新动力不足的尴尬境地。 浅析制度创新与地方政府社会管理:http://www.751com.cn/guanli/lunwen_61348.html
