摘 要天柱县三星岩文化产业园·天泽郡天瑶组团、天玑组团建设项目是天柱县三星岩文化产业园建设项目一期的建设内容。本项目位于天柱县凤城镇红旗坝，紧邻金凤大道、鉴江和郎江，天柱县城位于项目东面，地理位置优越。该项目总用地面积152770.65m2，建筑占地面积约为64878m2，总建筑面积618420.62m2，其中商业建筑面积为154097.04m2，住宅面积为445705.77m2，物业用房面积为1932.75m2，地下建筑面积169279.14m2，共有停车位5224个，总容积率3.93，绿化率30%。本项目主要由住宅、商业、图书馆、写字楼、地下车库、三星岩文化广场、配套公共服务设施等组成。58136
本项目分别经贵州省天柱县发展和改革局天发改投资[2015]111号《关于天柱县三星岩文化产业园·天泽郡建设项目备案的通知》和贵州省天柱县住房和城乡建设局颁发的建设用地规划许可证（地字第520000201525881号）以及建设工程规划许可证（地字第520000201526254号）。我国的“三同时”制度规定，在进行新建、改建和扩建工程时，必须提出对环境影响的报告书，经环境保护部门和其他有关部门审查批准后才能进行设计。所以，对于天柱县天泽郡新建新项目的措施设计环境影响评价报告非常必要。
本文通过对环境现状的调查、项目工程的分析，以及环境因子的数据处理、评价，进行天柱县三星岩文化产业园·天泽郡新建项目的环境影响评价，以期达到项目对周围环境产生的污染最小化的目的。
