摘要：以失能老人为研究对象，采用实地调查法，对公办与民办养老机构失能老人的接纳状况进行走访调查，目的是为了探讨两养老机构在对待失能老人的接纳态度上存在差异的原因。结果发现，公办养老机构不愿接纳失能老人的主要原因是为规避风险不愿承担过多的责任。而民办养老机构接纳失能老人的主要原因是为缓解机构经济压力，维持机构的生存。两者都有其功利性。综上得出建议：对养老机构接收失能老人给予政策上倾斜，公办养老机构应成为接纳失能老人的主体, 为降低民办养老机构接收失能老人的风险，建议政府建立长期护理保险制度。62505

1 引言
