摘 要随着上海经济的高速发展和政府职能在时代变迁中的逐步转变，社区志愿服务正逐渐演化为社区公共服务的一种重要组织形式。它不仅在满足人民基本需要、化解社会矛盾、倡导良好的社会风气中发挥了重要作用，也同时是和谐社会建设的一个重要方面。但是作为社区服务的一个组成部分，目前上海的社区志愿服务仍存在着诸多缺陷。毕业论文以上海某社区志愿服务为研究对象，以多中心治理理论、激励理论为切入点，旨在探究在构建和谐社会背景下，面对上海城市社区内部蓬勃兴起的多元化的公共需求，社区内应如何构建一个以政府、志愿者队伍、企业的多方合作伙伴关系。多方的互利共赢可促使整个社区有效利用资源，社区居民形成基层的社区自治组织。最终使志愿者队伍真正发挥“第三域”的作用。10354

The research of Shanghai's volunteers
——A case study of shanghai FengLin District
Abstract with the high-speed development of Shanghai's economy and the transformation of government's function in the era of change,community voluntary service has became an important form of community public service.It not only plays an important role in fulling People's basic needs、resolving social contradictions and advocating the good social atmosphere,but also be an important aspect of harmonious society construction.But as a part of community service , the community volunteer service in Shanghai is still exist many defects.This essay is to explore how to build a government, volunteers, enterprise's cooperative partnership under the background of harmonious society construction,facing the booming persity within Shanghai city community public demand,based on Shanghai community volunteer service as the research object,and using the polycentric governance theory and incentive theory.Mutual benefit and win-win can make effective use of resources throughout the community,and the community residents can form a grassroots community self-government organizations, these above eventually make the volunteers really play the role of "the third domain".

1.1概念界定
1.1.1 志愿者的涵义
志愿者(volunteer)起源于拉丁文“voluntas”一词，其为“意愿”之意。对于此一概念的解释，在中国大陆和我国港台地区对于volunteer的解译有所不同。大陆地区volunteer一词称“志愿者”，香港称之为“义工”，其意为提供义务工作的人；台湾地区称之为“志工”，其意为提供志愿性工作的人。由于各国、各个地区历史、政治、宗教和文化背景的差异，不同的人对于志愿者的理解也不尽相同。许多学者认为，“志愿者(volunteer)是志愿精神的实践者，是指那些具有志愿精神、能够不计报酬、主动帮助他人、承担社会责任的人。”、“志愿者不受私人利益的驱使，不受法律的强制，是基于道义、信念、良知、同情心和责任而从事公益事业的。” 上海社区志愿者队伍研究:http://www.751com.cn/guanli/lunwen_9386.html
