摘 要：随着我国经济的发展、社会的进步，党和政府越来越重视农村社会的发展，农民的健康问题随着农村经济的进步逐渐成为社会关注的热点。自2003年新型农村合作医疗实行试点到2008年基本实现制度全覆盖以来，农村的医疗卫生状况确实得到极大改善，且农村基本医疗保险制度在探索中也不断得到发展。但在发展中仍存在一些问题，如：道德风险提升，出现骗保行为；各地实施方式的不同催生了统筹管理的难度；流动人口参保的问题难以解决等，本文在对现行农村基本医疗保险现状分析的基础上认为需要从基层政府认识、骗保道德风险、医疗资源配置、运行机制等方面解决问题。28335

Situation Analysis Of Rural Basic Medical Insurance
Abstract：As China's economic development, social progress, more and more attention to the development of the party and the government of rural society, farmers' health problems along with the progress of the rural economy is becoming the focus of attention. Since 2003 the implementation of the pilot new rural cooperative medical system by 2008 to achieve full coverage since the basic medical and health conditions in rural areas indeed been greatly improved, and the basic medical insurance system in rural areas has also continued to develop exploration. But there are still some problems in development, such as: moral hazard increase, appear potentially fraudulent behavior; the different parts of an embodiment of the birth of the difficulty of coordinating management; floating population problem is difficult to solve, in the paper on the basis of analysis of the current rural basic medical insurance status that need form the grass-roots government understanding,potentially fraudulent moral hazard,the allocation of medical resources,operation mechanism to solve the problem.

近年来，党和政府高度重视“三农”问题的解决，无论是在十八届四中全会上还是在刚刚过去的全国人民代表大会和全国人民政治协商会议中都有提到对农村、农民、农业发展的相关政策。作为一个农业大国，“三农”问题一直是我国发展战略中的关键问题，而如今农民的健康、医疗问题成为制约农村发展的因素之一。在农村尤其是
