摘要：在编制国际收支平衡表时因为统计方法不一致、数据获取不稳定和其他问题，导致误差难以避免。所以在编制平衡表时，为使借贷平衡人为设定了“误差与遗漏”账户。本文主要分析2000年到2015年误差与遗漏项数额的情况和对资本外逃进行估测，在误差项和资本外逃之间建立模型，试图探究资本外逃与误差项数额的关系。同时分析外逃资本数额变动的影响并研究其形成原因，提出减少资本外逃额的建议以便进一步改善误差账户。29810

Analysis on the relationship between Capital flight
and “errors and omissions”——Based on data from 2000-2015
Abstract：The balance of payments is a record of the economic transactions between a resident and non-resident within a certain period of time. It is difficult to avoid the error in compiling the balance of payments because of inconsistent statistics, unstable data sources and other problems. So in the balance sheet, “the error and omission” items are set up to balance the lending balance. This paper mainly analysis from 2000 to 2015, the amount of errors and omissions item and to estimate of capital flight,the condition of the model between the error term and capital flight, trying to explore the relationship between capital flight and the amount of error term.It also analyzes the influence of the change of capital flight capital and studies its formation reasons, and puts forward Suggestions for reducing the capital flight amount to further improve the error account.

资本外逃与“误差与遗漏”项目关系分析——基于2000-2015年数据
一、 引言
对我国国际收支平衡表的编制采用的是复式记账法，在编制时会因为统计方法不一致、数据获取不稳定和其他相关问题，导致误差的产生，因此人为的设置了误差与遗漏项目来轧平差额。在编制平衡表时，误差账户是作为残值推算出的。由于我国当前技术条件的限制，监管部门难以对非正常流出的资本进行测量。而分析误差与遗漏账户余额不仅可以反映一国国际收支的统计情况,同时也可以反映没有在表中体现的资本流动。误差项数值过大会影响政府对宏观经济局面的把握，同时阻碍政府作出正确的宏观调控政策，最终会造成一国经济发展的畸形，形成恶劣的经济状况。因此，研究误差与遗漏项很有必要。 资本外逃与“误差与遗漏”项目关系分析:http://www.751com.cn/jingji/lunwen_25195.html
