摘要近年来,随着我国房地产业的蓬勃发展,房地产住宅市场陆续出现供不应求、房价上涨过快、投资投机买房增加而导致房地产泡沫日益严重等现象。更有甚者,有些经济较为发达的地区许多城市出现了购买力强,但入住率低、空置率高的所谓的“鬼城”现象。由于投资投机购房的增加,导致房价的过快增长,而快速增长的房价,在一定程度上给人们的生产生活带来了极大的负担和压力。为此,国家出台了一系列的政策方针,力求利用宏观调控的手段稳定房地产住宅市场,促进房地产住宅市场平稳健康发展。而各项住宅政策的出台,在一定时间范围内,一定程度上平稳了房地产业的发展速度。在影响房地产住宅市场变化的各项因素中,政策因素对于房地产住宅市场的影响,是双向作用的,但无论何种作用,住宅政策的变化都是为了保障我国房地产住宅市场的平稳发展而设立的。对于造成不同作用的原因,或者说为什么出台两种作用相反的政策,则是需要深入研究的。32372

Abstract
In recent years, with the repidly development of estate industry,the real estate market appeared in short supply, housing prices rose too fast or pile up in excess of requirement, buy a house to increase investment and speculation led to the real estate bubble growing phenomenon.What is more, many of the city in some economically developed regions have strong purchasing power, but the occupancy rate is low, the vacancy rate is high,and the phenomenon is called "the ghost city".Due to increased investment in speculative buyers, resulting in the excessive growth of house prices, while the price of rapid growth, brings a great burden and pressure to people's production and life in a certain extent.To this end, the state issued a series of policies, and strive to use macro-control means to stabilize the real estate market, and promote stable and healthy development of the real estate market.The introduction of the policy, within a certain period of time, to a certain extent to stimulateor inhibit the development of the real estate industry.The factors affecting the real estate market changes, influence of policy for the real estate market, can accelerate the role is to promote, but also can be counterproductive, but no matter what kind of role change, housing policy is to protect our country real estate marketsteady development.The reasons for this different role, or why the introduction of the policy of two kinds ofopposite effect, is worthy of further study.
