摘要：在介绍区位熵理论的基础上，以淮安市为研究对象进行产业结构分析，得出淮安市的产业结构发展为“二三一”结构，其中，第一、二、三产业产值均在不断增长，但是从三次产业的比重上来看，第一产业降低明显，第二产业和第三产业上升显著。第二产业是三次产业中的支柱产业，第一产业发展遇到瓶颈，第三产业发展迅速。其次，根据计算区位熵值的大小对淮安市三次产业内部结构进行剖析，确定淮安市三次产业内部中的优势产业包括农业、非金属矿采选业、农副食品加工业和烟草业、交通运输、仓储及邮电业区以及房地产业，同时也存在产业发展停滞、规模较小、力度不足等问题，揭示出淮安市在发展中需要调整、优化和加强发展的产业部门，为促进淮安市产业发展、提升市场的竞争优势提供参考价值。52294

Abstract: Introducing the location entropy analysis method, I draw on the characteristics of the three industrial structures as the structure of "231" in huai'an as the research object of empirical analysis. The output value of these industries is growing form the proportion of three industries, but the first industry reduce, the second industry and the third industry increased. The second industry is the pillar industry in the three industries and the first industry meet some problem and the third industry is developing rapidly. According to the size of the calculated location entropy to analyze the advantage industries of huai'an, including agriculture, non-metallic mineral industry, agricultural and sideline food processing industry, the tobacco industry, transportation and warehousing and postal service area as well as the real estate industry. But these are some problems, for example, the stagnation of industrial development, a smaller scale, insufficient. It reveals the fact that the huai'an need strengthen the ability of the industry sector, in order to huai'an industrial development, improve the competitiveness and referenced value.
