摘 要： 近年来，中国农村土地流转呈现出加速发展的趋势，流转步伐的加快、流转规模的扩大，加速推进了中国土地流转向规模化、现代化、经济化发展，但还存在不少问题。本文以泗洪县太平村为例，概述了太平村土地流转的基本情况，分析了现阶段太平村土地流转中存在的诸如流转形式单一、农民土地流转自主意识不强、土地流转市场发育滞后等问题，并对问题背后的原因进行了探讨，提出了创新土地流转形式、强化土地流转舆论宣传、加强土地流转市场的建设等对策。55258

1  引言    

近年来，中国土地流转由于农村城镇化的建设发展的很快，而农村土地流转问题又是制约农村经济发展的关键因素，所以加快农村土地的流转对发展农村经济很重要。土地流转是指土地使用权的流转，土地使用权流转的含义，是指拥有土地承包经营权的农户将土地经营权(使用权)转让给其他农户或经济组织，即保留承包权，转让使用权[1]。

近年来，泗洪县太平镇政府认真贯彻实施了国家土地流转的相关政策，进一步规范了土地流转程序，积极引进客商就近办厂，以促进土地流转农民再就业。但是太平村在流转土地的过程中还存在不少问题,如流转形式单一、流转土地供求的矛盾。本文首先概述了太平村农村土地流转的基本情况，然后分析了现阶段太平村土地流转中存在的问题，并对问题背后的原因进行了探讨，提出了与问题相对应的若干对策。 泗洪县太平村土地流转状况分析:http://www.751com.cn/jingji/lunwen_59544.html
