摘  要：本文通过分析国内家庭农场发展现状、发展模式、发展前景，阐述了我国目前家庭农场经营模式取得的巨大成果、面临问题，论证了家庭农场模式在我国境内发展的可行性，进而说明政府采取积极开放的态度，政策的高度重视，制度机制的倾斜等都为家庭农场发展提供了良好的环境；得出了淮安作为农业大市要建设农业强市，实现农业现代化、产业化、规范化，必须针对当前农业农场出现的新情况新问题，要抢抓发展机遇，大胆改革，鼓励和支持家庭农场模式的运用，勇当新一轮农村改革的排头兵，为创建省级、国家级家庭农场创新发展综合配套改革示范区提供强力保障。64105

1  引言 

随着经济社会的不断发展，城镇化和城乡一体化快速推进，农业、农村、农民发展的外部条件，内部因素都发生了巨大的变化。大批的农民通过升学、进城务工等途径成了市民或准市民，长期的城市生活，让户口还在农村的农民再也不愿回到农村守着人均不到2亩的地，过着面朝黄土背朝天的生活，农村不断出现空心化，农村常住人口以老人、妇女、儿童为主，部分农村甚至以老、弱、病、残为主，农村人口结构的变化，导致农业生产不断出现新的情况，前几年开始出现的大面积直播稻，深层次原因就是农民不愿意在种田上花太多时间精力。新型工业化、信息化、机械化的进步和发展，以及农业农村悄然发生的各种深刻变化，推动农业生产机制的变革，土地规模经营成为趋势，家庭农场应运而生。本文通过研究认为目前淮安市家庭农场发展正处于快速发展时期，家庭农场比重不断提高，个体规模不断壮大，外部条件有利于家庭农场的发展，家庭农场规模效益较高，经营优势明显。针对淮安市家庭农场发展中存在的问题，提出相关对策建议，以期对淮安市家庭农场的健康有序发展提供政策参考依据。 淮安家庭农场发展现状及对策研究:http://www.751com.cn/jingji/lunwen_71031.html
