摘 要：淮河生态经济走廊战略规划旨在提升淮河流域整体竞争力。综合分析得出，淮河流域在经济基础、基础设施、区域文化和政府合作意愿四个方面已经初步具备产业联动发展的条件；采用相似系数指标对区域范围内13个核心城市进行产业同构与互补分析，以及区位熵的灰色关联分析法进行专门化分析，结果显示淮河生态经济走廊第一产业合作大于竞争，二、三产业竞争大于合作，区域范围内容产业联动存在一定难度。70656

Abstract：Huaihe River Ecological Economic Corridor strategic planning aims to enhance the overall competitiveness of the Huaihe River Basin.According to qualitative analysis, the Huaihe ecological economic corridor had the basic capability of industry linkage development conditions from four aspects including economy and industry, infrastructure, reginal culture, as well as government cooperation. Applying the application of similarity coefficient index to the industrial isomorphism and complementation analysis in the 13 core city’s industrial, as well as the application of the location entropy grey relational analysis method in the urban core specialization analysis, the results showed that the cooperation of the first industrial is greater than competition in the Huaihe River Ecological Economic Corridor which exists a certain degree of difficulty in the regional scope of content industry linkage. On the contrary, the cooperation is smaller than competition in the second industry、the third industry.

1 引言
淮河流域覆盖中国中东部湖北、河南、安徽、江苏山东等五个省份40个地级市，181个县（市），耕地面积广阔，是国家重要的粮食产地，人口密度为全国之最。但是，长期以来，淮河流域经济发展水平总体非常落后，城市化水平低，同时流域性生态灾害风险高危害大，故而整个流域发展面临生态安全和经济发展双重压力。而淮河流域又地处长江三角洲地区、东陇海地区、皖江城市带、中原经济区等国家重点城市化战略区的空白地带，是全国唯一没有国家战略布局的流域。因此，2011年以来，学者提出“淮河生态经济走廊建设”的战略思考，得到淮河沿线各级政府积极响应和全力支持。淮河生态经济走廊（见图1）建设无疑对协调和完善我国中东部地区的空间格局，推进苏皖豫边缘经济低谷区崛起具有重要战略意义。论文网 淮河生态经济走廊核心城市产业联动潜力分析:http://www.751com.cn/jingji/lunwen_80084.html
