摘要企业公文收发管理系统是电子政务（E-Government）的核心组成部分，公文收发管理是电子政务中一个重要的组成部分。企业公文收发管理系统实现了政府公文收发管理电子化，由电子行文方式代替手工行文方式，实现公文处理的自动化，实现公文电子存储，提高公文的可利用性，对收文和发文进行登记和文护，并提供查询，能够进行归档操作。
本文论述了企业公文收发管理系统功能的分析、设计及后台管理员功能的实现过程。采用B/S结构体系和JSP技术实现了电子公文的收文、发文、审核、统一管理，实现了政府办公自动化、公文收发管理无纸化。23674

Design and implementation of document management systems to send and receive
V-document system is the core part of the E-Government, the document management is an important part in E-Government. It realized the management of the file electronic. Means to replace it by way of writing, the implementation of automation and platform to realize the electronic storage and improve the availability of documents. Realize the registration and maintenance of the receive and send the file. We can search and the file operation with it.
This text discuss the analysis of functional, design and the realize process of background manager functional of V-document system. We use B/S structure system and JSP to realize the accept , dispatch, auditing and unit management of E-document, also realize OA and manage document without paper.
