摘要我国正处于经济社会的转轨时期，随着改革开放力度的进一步加大和社会利益格局的深刻调整，各种社会矛盾也随之产生，由此引发的群体性事件更是呈高发态势。近来群体性事件成为社会管理的热点问题。而且由于群体性事件的突发性、非预期性、影响范围大等特点，已然成为影响经济社会平稳发展的不稳定因素之一。因此对群体性事件的管控和应对就显得尤为重要，在这个管理体系中，政府应起着关键性和主导性的作用。深入研究解决这一社会现象，既是维护经济发展社会稳定的迫切要求，也是构建社会主义和谐社会的必然选择。本文以我国近年发生的标志性群体性事件为对象进行案例分析和理论总结，为今后政府应对处理群体性事件，实现社会长治久安，提供一定的参考与建设性意见。51571

Study on the strategies of public field government under the view of dealing with Mass incidents
Abstract
Our country is in the transitional period of economy and society, along with the reform and open policy to increase strength and social profound interest structure adjustment, various social contradictions, mass incidents triggered more is a high-risk situation. Recently the group events has become the hot issue of social management. And because the group incidents of sudden, unexpected features, influence range is large, often become unstable factors affecting the stable development of economy and society. Therefore the control and response is particularly important, in the management system, the government should play a key and leading role. In-depth study and solve this social phenomenon, is not only the maintenance of economic development is an urgent requirement of social stability, but also the inevitable choice of constructing the socialist harmonious society. This paper to our country recent years occurred incidents as the object of case analysis and the theory summary, for the future government dealing with group events, social long period of stability, provide a reference and suggestion the construction of certain.
