摘要：残疾人是处在社会边缘的弱势群体,残疾人社会保障和社会服务问题已经成为了构建社会主义和谐社会的重要因素之一。但无论是从政府资金投入、社会公共卫生服务体系、康复服务机构等方面的现状来看,现今的残疾人康复事业受到很多社会现实条件的制约,不能满足广大残疾人群体的康复需求,因此发展一种措施简单、易行、覆盖范围广的康复模式势在必行。通过分析我国社会经济实力、残疾人现状与康复需求等,根据上海市的实际情况,并借鉴国外特别是发达国家对于残疾人康复事业的发展趋势研究及实施措施,社区化的康复服务是最具发展前景的康复服务模式。20388

Current Situation and Countermeasures of Shanghai Community-based Rehabilitation
Abstract: The disabled are vulnerable groups at the margins of society, the social security and social service has become one of the important factors in building a socialist harmonious society. But now from the government funding, social public health service system, rehabilitation services and other aspects of the current situation, the disabled rehabilitation program is constrained by many social reality conditions, and can't meet the demand of the disabled community rehabilitation, so the development of rehabilitation model of a simple, feasible measures, covering a wide range of be imperative. By analyzing the strength of China's economy, the status and rehabilitation needs, according to the actual situation of Shanghai, and draw lessons from abroad, especially the developed countries in the development of rehabilitation for the disabled trend research and implementation measures, community-based rehabilitation services is of the most promising rehabilitation services model.

一、 引言
（一）研究背景
据2006年第二次全国残疾人抽样调查数据显示，我国残疾人大约有8296万，占人口总数的6.30%，上海市残疾人大约有94.2万，占人口总数的5.29%[1]。残疾人属于社会上的弱势群体，而且是弱势群体里面最困难的一个群体。对残疾人的关怀程度，是一个国家和民族文明与进步的重要标志。随着残疾人康复事业的发展,人们发现残疾人不仅需要医疗康复,残疾人也需要进行社会交往,参与社会活动等,而原有的康复模式和方法并不能够满足残疾人在这些方面的康复需求。因而,有利于全面满足残疾人康复需求的残疾人康复的模式和方法,即社区康复,近年来在世界各地广泛流行并快速发展。然而上海市社区康复的开展还不够理想，还不能够满足社区残疾人的康复需求。 上海市残疾人社区康复发展现状及对策思考:http://www.751com.cn/guanli/lunwen_12149.html
