机场行李系统质量与安全管理绩效分析

摘要：机场行李系统是复杂的物流体系，本文就系统的质量与安全建立指标体系，进行系统管理的绩效分析，结合国内外机场行李系统管理的方法和现状，运用层次分析法和模糊分析法相结合的方法，建立行李系统管理模型的多级指标及对其综合评价结果进行分析，从而提出改善绩效的措施和建议，以便推广到一般行李系统的质量与安全管理。48689

本文首先分析了机场行李系统的组成和功能，以及其质量与安全管理目前存在的问题；其次根据某机场的行李系统管理模式的现状，结合戴明环方法分析了其管理体系的要素；第三针对某机场行李系统质量与安全管理模型，建立了多层次的指标体系；第四分别使用层次分析法和模糊综合评价法的基本原理和评价方法，经过列多级指标集和判断集、计算各级指标权重、合成一级、二级评判矩阵、得出综合评判的过程，得出并且分析绩效评价的结果，从而对某机场行李系统质量与安全管理进行了绩效分析；最后由绩效分析结果，对某机场行李系统质量与安全管理绩效提出了提升措施与建议。

Performance Management on quality and safety Of the Baggage Handling System in the airport

Abstract: Baggage Handling Systems are complicate logistics system. This paper offers the performance analysis of the management and set up indicator on quality and safety of Baggage Handling systems. Combined with the present approaches on the worldwide BHS management, this paper evaluated the multi-indicators model comprehensively by the method of Fuzzy Analytic Hierarchy Process and offers measures and opinions on performance improvement so as to extend the quality and safety management on Baggage Handling systems.

First of all, this paper analyzed the function, composition and some current issues on quality and safety of baggage handling systems. Then with the baggage handling system’s reality, analyzed some key issues of the management by the method of PDCA. Third, based on the baggage handling system model, set up multi-indicators system. Fourth, concluded the method and the principle of Fuzzy Analytic Hierarchy Process. Done the calculation of multi-indicators, index set, indicators’ weight, level evaluation matrix, two-level evaluation matrix and comprehensive evaluation. Given out the analysis of the performance evaluation result. Finally, offered some measures and opinions so as to improve the performance of the airport baggage handling system.
