摘要：随着我国城镇化进程的加快，我国对土地的需求量日渐增加。作为征地过程中的主角，地方政府的行为关系到农民的切身利益及征地效果。但近年来，我国部分地方政府在征地过程中出现了一些不合理行为，损害了农民的利益。本文以江苏省如皋市政府对张八里村近几年的征地行为为研究对象，采取问卷调查法，基于被征地农民视角调查分析地方政府的征地行为，得出地方政府在征地过程中存在给农民的安置时间不充足、农民参与度不够、补偿方式单一及土地利用不合理等行为，这些行为主要由上级监督不到位、不合理政绩观及地方政府角色定位错误等原因导致，因此，需要通过建立健全监督机制、树立合理政绩观及正确定位地方政府角色等方式来改善地方政府征地行为。33202

A behavioral research into local government’s land acquisition—Based on the perspective of farmers from Zhangbali village,Rugao
Abstract: With the fast growth of urbanization in China, we have more demands for lands. Local governments, as a leading role in land acquisition, have great influence on the final effects and the benefits of farmers. However, recently, some inappropriate behavior emerges in some land acquisition, which damages the benefits of farmers. This thesis focuses on land acquisition of recent years in Zhangbali village, Rugao, Jiangsu province. The thesis researches and analyses local government’s land acquisition with data from questionnaire survey and is based on the perspective of farmers. It finally comes into a conclusion that some inappropriate behavior exists. For example, the time given to farmers to accommodate themselves is limited. The farmers lack participation. The compensation way is too single. Land utilization is inappropriate. These behavior is a consequence of the inadequate supervision of higher authorities, unreasonable view of achievement, the wrong role definition of governments and so on. Therefore, to improve the local government’s land acquisition, we should build up supervisory mechanisms, set up reasonable view of achievement and position the role of local governments scientifically.
