摘要：中国在经济尚不太发达的条件下进入了老龄型社会，老年人口已经形成一个有特殊需求的庞大群体。老年人的生理需求、安全需求、归属与爱的需求、尊重需求、自我实现的需求既有普遍性又有特殊性。根据老年需求，借鉴世界上福利型国家和地区的经验，结合我国国情，开展和加强社区养老助老服务已成为我国老年社会福利工作的当务之急。目前我国社区的养老助老服务与老年人的迫切需求相距甚远，存在服务对象覆盖面不广，经费投入不足，基础设施差，服务水平跟不上需要，专业工作人员缺乏，志愿者队伍不足等问题。为此，我根据国内外社区养老服务的经验，提出了开展和加强社区养老助老服务的对策与建议。

Study on Fu Yun community service system for the aged in Shanghai
Abstract：China entered the old age society under the economical not too developed condition, the old age population has already formed one to have the special demand huge community. Old people's physiological needs, safety needs, love and belonging needs, respects the needs, self-actualization needs both universality and particularity. According to the old-age needs, learning from welfare-type experience in countries and regions in the world, with China's national conditions, and strengthen community support services has become an old-age social welfare a top priority. Currently serving community for caring for the aged in China fell far short with the pressing needs of the elderly, service coverage is not widespread, insufficient funds, poor infrastructure and service levels keep pace with the need, lack of professional staff, insufficient volunteers, among other issues. Therefore, I according to the domestic and foreign communities to care for the aged the service experience, proposed the development and the enhancement community care for the aged help the old service the countermeasure and the suggestion.
