摘要：随着高等院校的不断扩招，每年待业大学生的人数不断增加。然而这些待业大学生却缺乏完善的社会保障体制，在就业、医疗以及其他社会保障方面的权益往往会被忽略。本文通过以待业大学生权益保障的相关概念为基础，结合待业大学生权益保障现状，以及待业大学生自身和政府、社会等外部情况，对待业大学生权益保障问题进行成因分析。在通过对国内外相关经验进行借鉴后，提出对待业大学生权益保障应当如何从政府和社会等方面进行优化改革，应当将待业大学生纳入社会保障体系，完善毕业生指导服务和信息系统，建立专项基金等。35023

A Study of the Problem of Protecting
Unemployed Graduates’ Rights and Interests
Abstract: With the continuous expansion of colleges and universities, the number of unemployed graduates is increasing every year. However these unemployed graduates is the lack of perfect social security system, in terms of employment, health care and other social security rights and interests tend to be ignored. The based on concepts related to the protection of the rights and interests of unemployed graduates, with unemployment of College Students' rights and interests protection status, and unemployed graduates itself and the government, the society and so on external circumstances, safeguard the rights and interests of unemployed college students analyzes their causes. Through to the domestic and foreign experience for reference in the proposed to protect the rights and interests of the unemployed graduates should be from the government and society, optimize and reform, should be unemployed graduates into the social security system, improve the graduates guidance services and information system, establish special funds.

1. 研究目的
大学生是我国重要的高等教育人才，是劳动力社会的重要新动力，是社会劳动关系的未来接班人。但是随着社会经济的不断发展和政策的持续推动，高等院校纷纷进行扩招，大学生人数占总人口的比例不断增加。但目前，社会劳动力市场所能提供的岗位并不能满足就业需求，供大于求。据统计表明，平均每年至少有三成多的毕业生无法在毕业后找到工作。这些待就业大学生逐渐成为“家里蹲”、“啃老族”。这相当大一部分的待就业大学生的权益保障往往会被忽略，因为他们正处在一个尴尬的立场上：已经从高校毕业但又未正式踏上工作岗位。没有一个完善的社保体系予以保障。所以如何从就业鼓励与支持、医疗社保等方面给予这些待业大学生支持和帮助也成了需要重视和研究的问题。进一步完善和健全我国待业大学生权益保障机制极为重要。 待业大学生的权益保障问题研究:http://www.751com.cn/guanli/lunwen_32771.html
