摘要土地是人类生产与生活不可缺少的资源，是不可再生的资源，所以集约利用土地势在必行。建设用地集约利用有利于土地资源得到充分地利用和环境得到保护，还有利于土地的整理，使土地发挥最大的作用，提高了利用效率，促进经济发展。南通市建设用地利用处于适度集约状态，仍存在一些浪费、闲置的现象。建设项目缺乏长远规划，定位不准，城市土地利用程度不够，土地回收难度大。各项专项规划与土地总体规划之间没有明确的法律关系，而且城建部门没有根据实际情况进行规划，使得规划与发展不符，导致了重复建设、交叉管理、资源浪费等现象。一些政府部门为了政绩而随意批准土地，导致土地被倒卖，闲置。本文通过弹性分析和综合指数法对南通市建设用地变化进行分析和评价，研究社会经济发展与土地利用变化之间的关系。分析南通市建设用地集约利用现状，总结南通市建设用地存在的问题，分析问题存在的原因并提出相应的建议与解决措施。从整体水平来看，从2009年到2014年南通市建设用地集约利用程度高，并处于上升的趋势。近年来因为南通市经济建设而导致的建设用地面积急剧扩张从而使得南通市建设用地集约利用有很大的发展空间。35728
