摘要我国农民众多，农村宅基地面积庞大，宅基地的使用一直存在着很多的现实问题。随着社会经济的快速发展，土地矛盾也越来越突出。旧的制度已经不适应新形势的发展。因此，农村土地制度的改革势在必行。而在此之前，有必要针对农民对其所占有的宅基地进行认知方面的调查研究。39155
本文以江苏省常州市武进区典型村镇的103份有效调查问卷数据为基础，对村民的宅基地的认知情况进行分析研究。通过分析，发现了两点矛盾：一是政策方面对农户宅基地权利的限制与农户希望通过宅基地流转提高收入之间的矛盾；二是国家希望农户能够大幅提高对土地政策的认知度以减少土地违法率与农民本身较低的土地法规认知和认同水平之间的矛盾。最后，本文对完善农村土地政策提出了一些对策建议。

Abstract There are a lot of farmers with vast homestead in our country. The use of homestead there has been lots of practical problems. With the rapid development of social economy, land conficts are becoming more and more prominent. The old system has not adapt to the development of the new situation. So, the reform of the rural lang system is necessary.Before this, it is necessary to study the farmers’ cognition about homestead.
The number of questionnaires are 103, which collected from the typical town in Changzhou City, Jingsu Province. We can analyse the farmers’ cognition about homestead by these questionnaires. Finally, we find two contradiction by analysing. Primarily, the farmers want to raise income through homestead transfer, but the modern policy about homestead is limitative. Secondly, our country hope farmers improve the knowledge on rural policy to reduce the rate of illegal land, but most of the farmers are in a low level of awareness about the land policy. Also, this paper provides some references for perfecting the rural land policy.
