摘要经济适用房是保障性住房的中一种，它由政府制订一系列的有关政策方面的指导意见，限制供应对象，建设规模，以及标准和销售价格。在政府框架规划下，主要目的是为了从整体上解决城市住房比较困难的问题。在某种意义上说，经济适用房具有经济性和实用性的双重特点。从价格上来说，它比市场上的同类商品房都更加优惠。从住房设计及其建筑标准上来说，经济适用房面积利用很恰当，所以很适用、紧凑，但是又不会损害整体建筑的质量。经济适用房是一项真真实实的惠民工程，它使得原本无购房能力的低收入者能够在城市安家落户，安心生活。50615
自从出台了经济适用房政策以来，该政策的确在解决一些低收入贫困家庭住房问题上取得了不错的成绩。但是作为我国保障性住房政策的主体，经济适用房政策还远远没有达到人们对它所期待的目标。本篇文章在符合我国国情的基础上，借鉴了国外保障性住房的成熟经验，找出我国经济适用房存在的问题。这些问题包括经济适用房价格偏高、住宅质量较差、使用产权不清晰以及带来腐败和社会不公等。并且从价格、质量、产权等多角度面提出了完善南京市经济适用房的各项政策。

Abstract Affordable housing is to protect the nature of commodity housing，which consists of the Government to formulate a package of policy guidance，to limit the supply of objects，the scale of construction，standards and selling prices．The government framework is to achieve housing policy objectives under the program，it purpose is to solve the urban housing as a whole difficult problem． There are economic and practical features in affordable housing．In terms of price，it has the market price advantage than the commercial housing has；in housing design and construction standards，it is of appropriate characteristics，but without harming the quality of its construction．The emergence of affordable housing，making housing affordability had no low-income persons to settle in the city ,is an engineering and truly for the people project.
The institution of economic and functional house has really solved the housing differences of a few medium and low income households since implemented．But as China's main affordable housing policy, affordable housing policy still far from reaching the goal people expect it. This article in line with China's national conditions, based on the borrowed foreign mature experience of affordable housing, affordable housing out of the problems, and proposed to improve the affordable housing policy.
