本项目以生命共同体思想、生态文明建设和新型城镇化战略为背景，以诊断国土空间质量为目标，针对目前区域土地利用强度不断增加、生态环境压力日益增大，进而影响区域经济社会可持续发展的现实问题，围绕国土空间利用体现“生产、生活、生态空间相协调、人口资源环境相均衡、经济社会生态效益相统一”的宗旨，以全国社会经济最发达的地区长三角地区为研究对象，进行不同尺度的国土空间利用质量诊断与评价方法探讨与应用。该技术方法将为省级和省级以下管理决策，特别是相关规划管理提供技术支撑，提高我国国土空间开发、利用、整治、保护等领域的科学技术水平。
