摘要随着我国政治民主化进程的推进和公民自身政治素质的提高，公民的主人翁意识越来越强烈，越来越希望参与决策过程，以便更好地维护自己的利益。文章以杭州市开放式决策为例，简要介绍了杭州市开放式决策的形成及其特点，概括总结杭州市开放式决策的实践做法和相关经验，从参与主体和决策机制两个方面剖析杭州市开放式过程中公民参与的困境及其原因，相应地提出完善对策，促进政府与公民之间的良性互动，形成良性的公民参与。46774

 As the process of China's political democratization advancement and the citizens of their political quality raise, civic sense of ownership is more and more intense, more and more hope to participate in the decision-making process, in order to better safeguard their own interests. The paper takes Hangzhou city open decision as an example, introduces the formation and characteristics of Hangzhou City, the opening ceremony of the decision-making, summary and interpretation of Hangzhou city open decision-making practices and experience, analyze difficulties and reasons of citizen participation in the process of Hangzhou city open from two aspects of subject participation and decision-making mechanism, accordingly countermeasures are put forward to improve, promote the benign interaction between government and citizen, forming a virtuous citizen participation.
