提升地区战略性新兴产业竞争力的政府创新管理方法研究

摘要国务院常务会议审议并原则通过《国务院关于加快培育和发展战略性新兴产业的决定》，指出今后将坚持发挥市场基础性作用与政府引导推动相结合，科技创新与实现产业化相结合，深化体制改革，以企业为主体，推进产学研合作，把战略性新兴产业培育成为国民经济的先导产业和支柱产业。
本论文通过对常熟市列入“十二五”期间重点发展的5个新兴产业，即装备制造、汽车及零部件、太阳能光伏、电子信息、生物医药产业进行实地调查研究，总结出常熟市政府在创新管理举措。并运用比较研究的方法，将科技创新差距较大的常熟地区与南京地区的创新管理方法进行对比研究，最终集成地方政府对科技创新的一系列创新管理方法，为地方政府推动地区战略性新兴产业持续发展提供指导和借鉴。7158

Title Promoting the regional strategic emerging industry competitiveness of government innovation management method -- a case study of Changshu
Abstract
In September 8, 2010, the State Council executive meeting examined and approved in principle the“ State Council on speeding up the cultivation and development of new industries of strategic decisions ”, it is pointed out that the future will adhere to the basic function of the market and the government play a guidance to promote the combination of science and technology innovation and to realize industrialization , combine , deepen system reform , give priority to body with the enterprise , advance produce learn to grind union, the strategic emerging industrial training to become the leading industry in the national economy and pillar industry .
This article through to the Changshu included in the"12th Five-Year Plan" focus on the development of the5 industries, namely, equipment manufacturing, automobile and spare parts, solar photovoltaic, electronic information, biological medicine industry on-the-spot investigation and study, summed up the Changshu government in innovation management. And using the method of comparative study, the innovation of science and technology of the big gap of Changshu and Nanjing innovation management method carries on the contrast research, the final integrated local government on science and technology innovation a series of innovative management methods, for local government to promote the regional strategic emerging industry sustainable development to provide the reference and guidance.
