摘 要：随着社会的深入发展，社会组织参与社会治理的越来越受到重视。目前淮安市社会组织发展缓慢、且不平衡，不能适应社会治理创新的要求。通过社会组织孵化促进社会组织快速发展是有益的探索。社会组织孵化从场地设备、政策咨询、能力建设、项目支持、资源对接以及公益理念宣传等方面入手，培育社会组织健康发展。当前提升社会组织参与社会治理创新能力，应该加强以下几个方面：一是加强孵化中心自身建设；二是整合资源，建立统一社会组织孵化平台；三是建立多层面的孵化体系，开展社区社会组织孵化；四是创新社会服务，探索从项目购买到整体购买；五是政府加快转移职能进程。55068

Abstract:With the development of society, social organizations gain much attention. At present, the development of social organization seems slow and uneven, which can not meet the need of the innovation of social governance. It is of great use to promote the development of social organization through social organizations hatch. For social organizations hatch can ensure more harmonious social organizations by various ways including incubator space equipment, policy advice, capacity building, project support, resources, and public philosophy docking publicity. In this way, five approaches can be adopted to enhance social organizations and to participate in the social management innovation. The first one is to strengthen self-construction incubation centers; the second is to integrate resources and to establish a unified social organization incubator; Third, to establish a multi-level incubation system and to develop community social organization hatch; Fourth, innovate social services and explore the purchase of the whole purchase instead of the project purchase; the last one is that the government tries to speed up the transfer process of its function.

1 社会治理理论的提出
治理的理论起源于20世纪末，“地方治理” 和“公共治理”是治理的最早表现，后来两个概念被整合成一个更广泛的概念公共治理。治理的主体是多元化、平等化的，政府、企业、组织、和个人都可以参与到社会事务的治理中，各主体之间相互依赖、相互协作和相互服务。这既充分弥补了国家和市场调控和协调过程中的不足，又能充分满足群众的民主自治需求。从传统的管理理论到社会治理创新理论的发展历经了政府全能管制型模式、社会自治型模式、市场服务型模式三段发展过程，突出政府、基层和市场发挥的作用[1]。
我国的传统政治文化根深蒂固，全能政府色彩浓重，社会对政府的依赖较强，公民公共参与意识也较弱，这严重影响了中国社会治理理论的发展。但随着社会的迅速变革，传统的管理理念受到冲击，正朝着社会管理创新方向发展。而随着社会问题日益增加，人们的需求也越来越多样化，传统单一的管理理论已不能适应现在社会的发展，社会治理创新迫在眉睫。 淮安市社会组织孵化与社会治理创新:http://www.751com.cn/guanli/lunwen_59340.html
