摘要廉租房是指政府以提供租金或房屋的方式，向符合城市最低收入标准且住房困难的部分家庭提供社会保障性质的住房，是我国政府在廉租住房领域内实施社会保障职能的重要方式[1]。由于人们对廉租住房需求量的不断增加，政府对于廉租住房的投入力度也在随之加强。但相对而言我国对于廉租住房制度的深入建设依然面临着不小的难题，管理体制也急需完善，所以廉租住房在实际投入建设的过程中面临着不小的难题，使得原本用于提高城市低收入群体住房水平的廉租住房并没有达到预期的目标。56097
上海在改革开放以来，由于其快速发展的经济趋势，迅速成为有着良好声誉的国际性都市，各方面的相关建设都处于领先的位置，但是其在廉租房制度的建立还有完善的具体实施过程中，还是陆续出现了很多的问题。鉴于国内已经有许多学者对上海市廉租房相关方面展开过研究，所以要想深入探讨上海市廉租房建设的具体状况，这些文献无疑对此次研究有很大的帮助。在深入研究了这些学者学术成果的基础上，接着具体分析探讨了目前上海市现行的廉租房政策，以及具体的实施情况，根据出现的问题归纳总结问题的深层次原因。在尝试解决的阶段，可以参考西方很多公共住房体系发展比较成熟的国家，根据它们的先进理念来发现我国廉租房制度改革发展的方向，美国、新加坡还有中国香港，它们的成功经验绝对是有很大的参考价值的。接着再结合上海市的实际发展状况总结出一些值得借鉴的经验，最后针对上海市的廉租住房建设提出具体的建议。

Abstract
Low-cost housing refers to the houses that are offered by the government, its aim is to provide the families which meet urban residents minimum living standard and have difficulties in housing with social security housing allowance. Nowadays it has become a very important manner in the implementation of low-cost housing system . Since the demand for Low-cost housing is increasing all the time , the government has also poured much more efforts into the promotion of Low-cost housing .While the construction of low-rent housing system in China is far from perfect, it has many deficiencies waiting to be fixed .And the problems encountered in the implementation of the policy of low-rent housing is serve which has lead to the failure to improve the level of urban low-income groups to the expected level.
Shanghai, as one of the most economically developed cities in China, has always been in the leading place in city construction , also has many problems in the process of establishing low-cost housing system.As many Scholars has made Depth study on the development of Low-cost housing system in Shanghai,it’s very necessary to refer to their thesis. on the basis of depth-study on academic achievement of these scholars, I have analyzed the present Low-cost housing system and specific implementation in shanghai in order to summarized deep-seated reasons of the problem. We can refer to the experiences of those developed western countries .And try to find the correct way for the develop of Low-cost housing system.The experiences from the United States, Singapore, Hong Kong are valuable references for the construction of Low-cost housing in China, coupled with the analysis of actual situation of Shanghai , it should be easy to propose some constructive advice for the Low-cost housing system in Shanghai.
