摘 要：以淮安市虚拟养老院的服务平台为研究对象，采用结构式访谈的方法，对虚拟养老院的工作人员以及管理人员进行访谈。目的是了解虚拟养老院的组织结构、虚拟服务平台的运作机理，以及虚拟服务提供的业务流程等方面。结果发现在虚拟养老院运作的过程中存在以下问题：服务设置的不够合理；服务质量难以得到保障；成本压力大，缺少优惠政策；C类自费老人的参与度很低；加盟企业的参与积极性有所下降。综上得出以下建议：要注重实体服务与精神服务相结合；保证加盟的服务企业有充足的服务经费；加强政策支持力度；加大虚拟养老院的宣传力度；根据老年人的需求来提供与之相对应的服务。62435

Abstract: This paper takes the service platform of Huaian virtual nursing home as the research object, and interviews the staff and management personnel by using the structured interview method; in order to know the virtual nursing organizational structure, virtual service platform of operation mechanism, and the business processes which provides the virtual service. The result shows that the following problems exist in the operation process of virtual nursing home: services are set unreasonably; very hard to ensure the quality of service; cost pressure and lack of preferential policies; the elderly who belong to class C and need to pay by themselves, their participation is very low; the enthusiasm of alliance business has declined. In summary, the suggestions are put out as follows: pay attention to the combination of solid service and spiritual service; ensure the adequate funding for the alliance business; strengthen policy support; increase publicity of virtual nursing home; provide corresponding service according to the needs of the elderly.

1 前言
虚拟养老院作为应对养老问题的一种养老新模式而产生，并在当前城市社区的居家养老事业中处于初步发展阶段。虚拟养老院是指在政府帮助下建立的一个网络服务平台，服务对象拨打服务电话便可获得虚拟养老院提供的服务，从而满足其相应需求。在服务结束时，虚拟养老院会指派专人对服务质量进行评估。本文旨在通过研究淮安市居家福虚拟养老院的组织结构、虚拟服务平台的运行机制以及虚拟服务业务流程等，发现其在运作的过程中存在的问题，并针对这些问题提出相应的解决办法，以推广这一政府引导、民政部门分类补助，老人按需买单，服务企业提供服务的社会化养老新方式。源:自*751`%论,文'网·www.751com.cn/
2 政府购买虚拟养老服务的必要性
