摘 要：在经济迅速发展的今天，城市的土地利用状况对于该区的生态环境建设显得尤为重要。本文通过2000年和2009年不同时相的淮安TM遥感图像，基于RS的非监督分类技术获取了研究区2000年和2009年的土地利用类型，分析了淮安市这10年内的土地利用变化情况；接着采用中国陆地生态系统服务价值测算方法，分析土地利用变化引起的生态系统服务价值变化。结果表明，2000年—2009年，淮安市的水域面积减少幅度较大，林地、城镇用地面积减少，耕地面积显著增加，草地面积增加；研究区内生态服务价值总体呈下降趋势，其中水域、林地呈增加趋势，耕地、草地的生态服务价值呈减少趋势；2000年和2009年的各土地利用类型的敏感性指数都小于1，表明研究区生态服务价值对于生态服务价值系数是缺乏弹性的。63149

Abstract：With the rapid development of economic, urban’s landuse is particularly important for for the construction of ecological service. Therefore, this paper uses Huaian TM remote sensing images which in different phases,based on RS unsupervised classification techniques to obtain the kind of land use in the study area and analyze changes of Huaian’s land use situation in this 10 years;then analyze changes of value of ecosystem service that is due to changes of land use in the Chinese terrestrial ecosystem service value measurement method,. The results show that between 2000 and 2009, waters in Huaian decreased by a big margin, forest and urban area reduced and a significant increase in arable land, grassland area increased; the overall value of ecosystem service in the study area showed a downward trend, in which the waters, woodland showed an increasing trend ,arable land and grassland showed a decreasing trend in the value of ecosystem service; between 2000 and 2009,the sensitivity index of each type of land use is less than 1, it indicates that the value of ecosystem service in the study area for the value of ecosystem services is inelastic.

1 前 言
土地是最基本的自然生态系统，土地利用与土地覆盖的变化必然影响生态系统结构和功能的变化[1]，因此土地利用与覆盖变化是导致生态环境变化的直接原因。随着全球环境变化的日益突出，人们越来越认识到土地利用与土地覆被变化在全球环境变化和可持续发展中占有重要的地位。在经济高速发展的同时，土地利用与生态环境的矛盾日益突出，因此，如何做到合理有效的利用土地，既不影响经济发展，又不破坏生态系统服务功能，是当今社会急需解决的问题。
