摘要：目前，中国正处于社会全面转型过程中，加快社会发展，推进社会管理创新，是和谐社会发展的重要主题。地方政府社会管理创新有利于化解社会利益冲突、有效治理社会问题、实现社会公平正义、构建和谐稳定的社会、贯彻落实科学发展观、促进政府职能的转变。但是现阶段政府在社会管理创新方面还存在管理主体单一、行为方式滞后、职能定位偏差、管理效度削弱、服务意识薄弱、服务常态无法形成、制度建设滞后、法律保障明显缺乏等问题。要加强政府社会管理创新，就必须要重塑社会管理理念、确定社会管理目标、创新社会管理模式、完善社会管理方法、加强社会管理网络化、构建安全保障系统、强化制度创新功能、架构服务型政府、稳步推进依法治国，探索建设法治政府。63305

Transition of local government's social management innovation：theoretical research thinking and path

Abstract: At present China is in the process of social transformation, accelerate social development,promote social management innovation, is an important theme in the development of a harmonious society. Local government social management innovation is helpful to resolve social conflicts, effective manage social problems, achieve social fairness and justice, build a harmonious and stable society, implement the transformation of Scientific Outlook on Development, promote the functions of the government. But the government in the innovation of social management at the present stage there is management main body of a single, lagging behavior, function orientation deviation, management validity weaken, service consciousness weak, the norm can't form，the system construction lag, the apparent lack of legal guarantee. To augment the administration management creation of the society, it has to restore social management, social management goal set, innovation of social administration manner, improve social administration ways, strengthen the administration network, establishment of guarantee system, strengthen system innovation function and architecture of a service-oriented government,steadily promote the rule of law, to explore the construction of the government under the rule of law.

一、地方政府社会管理创新的相关内涵

地方政府通常是指有关社会大众的、与人民生活相互联系的比较基层的政府机关。“地方政府有很多含义，但相对认同的含义是姜士林主编的《世界政府辞书》对地方政府的定义，书中认为地方政府是中央政府的对称，是设置在地方各级行政区域内负责当地行政工作的机关。”而社会管理是地方政府的基本职能之一，地方政府通过行使其职能，履行其职责，维护地方的社会秩序，对地方的公共事务进行管理，处理一系列问题，从而实现公共利益，有利于社会的稳定。

“所谓社会管理,就是政府通过制定专门的、系统的、规范的社会政策和法规，管理和规范社会组织、社会事务，培育合理的现代社会结构，调整社会利益关系、回应社会诉求、化解社会矛盾，维护社会公正、社会秩序和社会稳定，孕育理性、宽容、和谐、文明的社会氛围，建设经济、社会和自然协调发展的社会环境。”

社会管理创新中的“创新”是指，通过对社会管理理念、社会管理的方式和方法、社会管理的体制等进行一系列的转变和改革，并进行合理的实践探索，创建出适合现实状况要求的，有利于社会进步发展，符合新时期的要求任务的管理模式。现在的社会管理创新，就是重新塑造政府与社会的关系，改变以往政府与社会管理工作之间的一种僵化的模式，建立一种政府与社会间的协调互助的模式，从而能更加符合社会的要求，公众的需要，紧随社会进步发展的步伐。因此，社会管理创新就是通过整合各种相关资源，采取有效的手段和措施，消除在管理理念、管理手段等方面的一些不合理的部分，并且不断地进行完善改进，能够符合新时期社会发展的新要求，创建出适合实际要求的，新式的，高效率的社会管理模式。 转型期地方政府社会管理创新理论思考与路径选择:http://www.751com.cn/guanli/lunwen_69736.html
