地方政府政绩考核视角下的信访制度困境研究

摘要信访是我国社会生活中一个带有中国特色的、群众政治参与和权力监督的制度。信访工作的有效开展需要依赖地方政府的参与与支持，而地方政府参与信访工作的积极性又受其政绩考核机制的影响，政府对官员信访工作的考核机制与指标都是地方官员开展信访工作的依据。目前，随着改革开放的深入发展，社会与经济生活中的深层次矛盾逐步显性化，利益格局的调整和利益关系的冲突渐趋激烈，地方政府的政绩考核机制对信访工作产生了严重的阻碍作用，导致中国信访制度面临前所未有的困境。本文旨在从地方政绩考核视角分析中国信访制度面临的困境。文章首先对信访制度以及地方政府对信访制度的影响进行了分析，然后从地方政府政绩考核出发详细分析当前中国信访制度面临怎样的困境，接着笔者又分析了地方政府政绩考核机制层面上，信访制度出现问题的原因，最后笔者根据分析总结出的问题与原因，提出了改善信访制度的措施，希望可以帮助我国的信访工作走出当前的困境。64022

Abstract The petition is a with Chinese characteristics, the political participation and supervision of power in Chinese social life system.

To effectively carry out the petition work needs to rely on the participation and support of local government, the positive effects and the local governments in the petition work and its performance evaluation mechanism, evaluation mechanism and indicators of the government on official letters and the work of all local officials to carry out the work on the basis of. At present, with the development of reform and opening-up, deep-seated contradictions in social and economic life gradually apparent, the adjustment of interest pattern and interest conflict of fierce, local government performance evaluation mechanism has hindered the work of handling letters and visits, resulting in the petition system in China face the dilemma of hitherto unknown. This paper aims to analyze the Chinese system of letters and visits from the dilemma facing local performance evaluation perspective. This article first has carried on the analysis to the petition system and the effect of the local government of the petition system, and then from the perspective of local government performance evaluation with analysis of China's current petition system how to face dilemma, and then the author analyzes the level of local government performance evaluation mechanism, this system has the problem the reason, finally according to the question and the reason analysis the petition system, proposed the improvement measures, the hope can help our petition work out of the current difficulties.
