微博时代下的政府管理创新

摘要政府管理创新作为行政管理的一个永恒话题，并且随着时代的发展不断向前推进。目前伴随着全球信息化时代的到来，我国传统的政府管理方式越来越显示出弊端，于此同时电子政务的推行为我国政府管理创新提供了巨大的推动力。“政务微博”作为电子政务的一种新兴形式，在互联网的迅速普及、政府职能转变的需求和公民参政议政诉求的推动下蓬勃发展。“微博问政”凭借着高度公开性、问政互动性、超强时效性的特征，提高了行政管理效率，加强了政府监督，提高了政府的服务质量和水平，更重要的是对政府执政理念、政府职能转变、组织结构和决策机制等方面都产生了积极影响，可以有力地推动政府管理创新。68036

本文以“浙江军团”为例，分析了浙江省微博问政的现状，对微博问政的推动力、数量和结构规模、不同于传统问政方式的特征以及存在的问题都进行了全面的分析。继而着力分析“微博问政”对政府管理方式的影响，从而为政府管理创新提出以下建议：一是更新执政理念，构建有限政府；二是转变政府职能，构建服务政府；三是变革组织结构，构建高效政府；四是优化决策机制，构建透明政府。

Abstract

The government management innovation is an eternal topic of administrative management, and constantly moves forward with the development of the era. At present, along with the advent of the era of global information, the traditional way of government management increasingly shows the disadvantages, and at the same time the implementation of the electronic government provides a huge boost for the government management innovation in our country. Driven by the Internet's rapid popularization, the transition of government function and the demand of participating political of citizens, "Government affairs microblog" as a new form of electronic government is booming. Administrative microblog, with high openness, interactivity and strong timeliness characteristics, improves the administrative efficiency, strengthens the government supervision and improve quality of the service. What is more, it makes a positive effect on the government's ruling idea, the change of government function, organizational structure and decision-making mechanism. It can effectively promote government management innovation.

Based on "Zhejiang province" as an example, this paper analyzes the current situation of Zhejiang administrative microblog. This paper has made a comprehensive analysis on the impetus of administrative microblog, scale, characteristics that different from traditional political modes and existing problems. Then this paper focus on analysis of administrative microblog’ influence on the government management mode, and puts forward the following Suggestions for the government management innovation: firstly, update the governing idea, create a limited government; Secondly, the transform the government function, build a service government; thirdly, change the organizational structure, construct a efficient government; fourthly, optimize the decision-making mechanism, build a transparent government.
