摘要：在我国有8296万残疾人，而这些残疾人的数量涉及2.6亿的家庭人口，也就是相当于我国大约五分之一的家庭。换种方式说，这些残疾人的人口数量占我国人口总数量的六成之多。第十八届五中全会中明确指出：这次的大会将聚焦于“十三五”规划，而新中国的第十三个五年，正是向着全面建成小康社会这一“百年目标”冲刺的五年。所以残疾人群体是一群不容忽视的群体，只有解决好这些残疾人的衣食住行问题，不仅仅对于残疾人本身，并且对于残疾人所居住的家庭以及整个社会而言，才能做到人民幸福、社会发展，才能进一步推进全民小康社会的建成。就业是民生之本，残疾人最基本也是最重要的权利之一就是劳动就业的权利，促进残疾人就业是保障残疾人基本生活最强有力的良药。本文通过阅读文献资料以及对失业残疾人数据的研究（以上海市奉贤区城镇残疾人口为例），分析了我国现行的促进残疾人就业的政策以及影响残疾人就业的因素研究。最终提出对未来残疾人就业促进问题的建议：提高残疾人的文化及心理素质、加强自主就业和灵活就业的扶持力度等。70112
