摘 要：境外加工贸易作为“走出去”战略的一个重要内容，对于21世纪中国经济的发展具有重大意义。目前，我国境外加工贸易发展的现状良好，但是，我国在发展境外加工贸易的过程中仍然存在诸多问题需要解决，例如境外加工贸易总投资量在全球占比仍然较小，我国企业开展境外加工贸易的项目可行性分析不够到位，以及我国出台的相关政策得不到很好的落实等。本文将从政府和企业两个层面出发，提出相应的对策，以促进我国境外加工贸易更好更快的发展。36691

Study on Problems and Countermeasures of Develop Overseas Processing Trade of China
Abstract:Overseas processing trade as an important part of the strategy of “going out”,is of great significance for the development of the economy in twenty-first century China. Currently, our overseas processing trade has been developing well. However, there are a great number of problems to be solved in the course of developing the trade. For example, the proportion of it’s the total amount of investment is still smaller than others in the worldwide; Feasibility analysis of our enterprises to develop overseas processing trade projects are not in place; and the related policy introduced in our country is not well implemented and so on. We will put forward the corresponding countermeasures from the two aspects of government and enterprise, to promote our overseas processing trade better and faster development.

我国开展境外加工贸易的问题及对策研究
前言
从1999年开始，我国境外加工贸易才走上正规化发展的道路，因此，我们可以获得的关于中国境外加工贸易发展研究的文献并不多。另外，从现有的研究中国境外加工贸易的文献和书籍来看，研究的内容一般都是针对中国参与经济全球化发展之后，境外加工贸易的优点和意义。本文将在对其意义研究的基础上，认识到境外加工贸易存在的问题，并且提出促进我国境外加工贸易发展的对策，对于我国发展境外加工贸易具有重要的理论和现实意义。
一、境外加工贸易的概述
（一）境外加工贸易的概念
