摘要从2001年开始,广东省就开始酝酿并实施产业转移战略，从政策的酝酿到产业园的大范围建设，到现在已经经历了13年了。特别是2008年广东省政府出台《广东省委、广东省人民政府关于推进产业转移和劳动力转移的决定》以后，广东省的“双转移”进程大力推进。粤东地区濒临海洋，海陆交通发达，劳动力资源丰富，但与粤西、粤北的产业转移相比，粤东承接产业转移的进程明显较慢，对地区经济发展的作用也不明显。本文试图从推动粤东产业转移进程的动因出发，找出当前粤东地区承接产业转移进程中的问题，并给出解决产业转移进程中存在问题的相应对策。45103

Abstract
The Transfer of Industry in Guangdong Province since 2001, from the policy making to the industrial park, a wide range of construction experience for 13 years now. Especially in 2008 the government of guangdong province "of the communist party of China guangdong provincial party committee, the people's government of guangdong province of industry transfer and labor transfer on decision", vigorously promote the "double shift" of guangdong province process. 浅析当前粤东地区承接产业转移进程中的问题及对策 —以揭阳市为例
一、引言
粤东地区位于广东省东部，普遍的说法是汕头市、汕尾市、揭阳市、潮州市的总称，自古以来就是闽西南、赣东南之间的重要交通要道。改革开放以来，广东省经济逐渐形成了雁式结构——珠三角地区发达，粤东西北地区落后的局面，东西两翼如不能协调珠三角地区的发展，势必会对广东省经济的后续发展造成不利。推动粤东地区产业转移，对于提高粤东地区经济活力，增强粤东四市经济增长潜力，加快粤东的现代化进程，协调广东省区域发展具有重要意义。
近年来粤东地区经济取得显著成绩，2012年至2013年地区生产总值增长14.5%，高于全省的平均水平，三次产业结构比由2006年的9.8:53.3:36.9调整到2013年的9.62:63.15:27.23，工业化取得较快的发展①。但与进入工业化中期的珠三角地区相比，无论是经济发展的质量还是数量来说，都有点差距。其中重要的一个原因是工业不发达，工业体系不完善。 揭阳市承接产业转移进程中的问题及对策:http://www.751com.cn/jingji/lunwen_46387.html
