淮安保障性住房的资金筹集渠道研究

摘要：本论文以保障性住房的资金筹集渠道调查为主题，主要以淮安市为例具体分析保障性住房的资金筹集渠道、存在问题及相关解决措施。通过对近几年淮安市保障性住房建设资金筹集现状进行分析，对淮安市保障性住房建设资金筹集现状存在的问题提出一些解决措施。目前地方财政拨款依然是淮安市保障性住房建设资金主要来源渠道，保障性住房建设资金筹集渠道较单一，因此，拓宽保障性住房建设资金筹集渠道迫在眉睫。以淮安市为例在保障性住房建设中可通过加大中央财政和地方政府的投资力度、引入民营资本，积极拓宽民间多渠道融资实现合作共赢，保证保障性住房项目建设，进一步开创新的融资创新模式吸引更多资金投入到保障性住房建设中。65630

Abstract: In this paper, the indemnificatory housing financing channels are investigated as the theme, mainly taking Huaian city as a case specific analysis of affordable housing financing channels, the existing problems and relevant solutions.Through the analysis of the present situation of Huaian city in recent years to raise funds for the construction of affordable housing, and puts forward somemeasures for Huaian city affordable housing construction financing current situation and existing problems. The local finance is still the capital city of Huaianindemnificatory housing construction of the main sources of affordable housingconstruction, financing channel is unitary, therefore, expand affordable housingconstruction financing channels imminent. Taking Huaian city as an example bythe central government and local governments to increase investment, the introduction of private capital in the construction of affordable housing, and actively expand the folk financing to achieve win-win cooperation, ensure the protection of housing construction projects, financing innovation model to furtheropen innovation to attract more money into the construction of affordable housing.
