摘要：养老保险制度是社会保障制度的重要组成部分，其建立与发展对我国社会保障事业起着至关重要的作用。随着社会主义市场经济的建立及发展，我国机关事业单位养老保险制度和企业养老保险制度 “双轨制” 的弊端逐渐显现出来，二者养老金差距大，影响了社会公平，也阻碍了人才的合理流动。本文从历史和现实的角度出发，分析了我国机关事业单位养老保险制度和企业养老保险制度的发展历程及运行现状，同时，论述了养老金并轨的可行性及并轨面临的困难，最后，通过借鉴其他国家的改革经验，提出我国养老金并轨的政策建议。这有利于文护社会稳定，对于丰富我国养老保险改革理论具有一定的现实意义。22637

The research on mergence of endowment insurance systems
Abstract: Endowment insurance system is an important part of the social insurance system, whose establishment and development have played a crucial role to the entire social security. With the establishment and development of the socialist market economy, the present situation of China’s double-track system of pension insurance has made the gap between the pension insurance of the government employees and corporate employees, and impacted the social equity, has also hindered the ration flow of talent. This paper from the perspective of history and reality, analyzes the development process and the current status of the two insurance policies, meanwhile discusses the feasibility of mergence and analyzes the problems that might be encountered in the process of mergence. Finally, with the experience of other countries reform, put forward the suggestion of the double-track systems’ mergence. It has some certain practical significance on maintaining our social stability, and providing reference for the reform of endowment insurance system in China.
