摘要本文通过主成分分析法对科技竞争力的测度进行构建和评价，有利于使各个地区认识到自身的科技竞争的能力并为日后的工作重点提供有效的依据，还对判断区域之中的科技竞争力的发展趋势十分有利。综合评价是评价竞争力较为常用的方法，通过对科技竞争力构建指标体系拟合模型并根据测度的评价值来进行综合的测评。从一定程度上来说，一个国家的科技系统的功能全面性还有科技资源的综合利用效率代表着国家科技竞争力的强弱，是否能对其进行有效地评价显得至关重要。我国是一个发展中的国家，要以更加有效率的人力和财力的投入，实现资源的配置最优化，更加合理、有效、经济地来利用现有的科技资源快速发展，对科技竞争力的测度评价必不可少。10678

Abstract
Through principal component analysis of the measure of scientific and technological competitiveness to build and evaluate conducively help each region to understand their science and technology's ability to compete and provide a useful basis for the focus in the future. It is also very favorable to determine the trend of the area of science and technology competitiveness. Comprehensive evaluation is a more commonly used method to evaluate the competitiveness, through fitting models with scientific and technological competitiveness index system which based on the evaluation to measure the value of a comprehensive evaluation. To some extent, a function of comprehensive scientific and technological resources as well as the utilization efficiency of the country's science and technology system represents the state science and technology competitiveness of strength, whether it can be effectively evaluate is crucial. As a developing country, China need a more efficient investment in human and financial resources to achieve optimal allocation of resources and take advantage of existing scientific resources more rationally, effectively and economicly, so the measure evaluation of scientific and technological competitiveness is essential.

科技竞争力的测度与综合评价
我国地区发展水平十分不平衡，其中高新技术产业主要分布于经济较为发达的地区。在一定时期内，某个地区在科学技术的领域所达到的进步程度的综合性反映，称作科技竞争力，它是科技与教育是高新技术的相关点，对其进行测度和综合评价能使我们更加清楚地认识到地区发展与科技的相关性。
一、引言
