摘要：目前农村金融支农作用的发挥还不到位，农村基础设施建设缺少金融机构的大力支持。新农村建设需要金融保障。然而,农村金融的非农化倾向造成大量农村资金外流。由于受商业化经营和金融企业利益的驱动，国有商业银行经营主体更多地投向非农产业领域，使得农村基础设施建设的融资需求难以得到有效满足。而农村信用社作为农村金融市场的主力军，由于其体制、规模和抗风险能力等条件的不足，使其对农业基础设施建设资金投入乏力。6679

论文在前人对我们新农村公共服务设施建设融资途径的研究成果的基础上，针对融资途径的最优体制进行分析研究。本文第一部分为绪论，阐述了新农村公共服务设施融资途径的研究的背景、意义、国内外研究现状等。第二部分阐述相关理论，介绍新农村公共服务设施融资的内涵。第三部分农村公共服务设施的融资模式。第四部分则是文章的重点，是对农村公共服务设施融资途径的比较，选出最适合我国新农村公共服务设施建设的最优体制。第五部分则是是结论。

Study on the financing of public service facilities in new rural construction of our country
Abstract: The current rural financial help to play the role of rural public service facilities are not in place, the construction of rural infrastructure and lack of strong support from financial institutions. However, the rural financial non-agricultural tendency caused a large number of rural fund outflow of foreign. Driven by the commercial and financial enterprise, main business of state-owned commercial banks to invest more in non-agricultural industries, making the rural infrastructure construction financing demand is difficult to effectively meet. While the rural credit as the mainstay of rural financial market, due to insufficient system, scale and ability to resist risk conditions, the construction of agricultural infrastructure investment inertia. In previous papers on the basis of our new rural public service facilities construction financing research, analysis of the optimal system for financing. In this paper, the first part is the introduction, describes the research of new rural public service facilities financing background, significance, research status at home and abroad. The second part elaborates the related theories, the connotation of public service facilities of the new countryside. The third part of the rural public service facilities financing mode. The fourth part is the focus of the article, is the comparison of the rural public service facilities financing channels, to choose the
most suitable for the optimal system of public service facilities in new rural construction of our country. The fifth part is the conclusion.
