Abstract

The personnel is the existence and development of a country.The way that the personnel can come to the fore is an important means for the personnel selection. The imperial examination system was born in AD 605. It is China's first examination in the form of personnel selection system and exeist in China's history for 1300 years. The civil service selection system now we are implementing can be said to inherit and carry forward for the imperial examination system. This article will conclude the reason of rise and fall of the imperial examination system through the development of imperial examination system, Introduce the background of China's civil service system and the problem of it. Compare the imperial examination system and the civil service selection system, analyze the similarities between the two and look for the method to improve the civil service selection system.

人才是一个国家生存和发展的重要资源之一。《管子》中写道：圣王牧吏而天下大治，因此人才选拔成为了历代统治者重视的大事。隋代之前的人才选拔机制，如世卿世禄，军功制，孝廉制，九品中正制，都带有明显的时代烙印和局限性[1]58-73。科举制度自隋炀帝大业元年（605年）开始实行，到清朝光绪三十一年被废除，在中国历史上整整存在了1300年，其中不管中国是分裂还是统一，是汉族还是少数民族统治，都无一例外的使用科举制度来选拔各级官吏，甚至漂洋过海，深深影响了朝鲜、日本、越南等国家的人才选拔制度，连英国的文官考试制度都借鉴了科举制度[2]。新中国成立以后，建立了现代公务员的选拔制度，但还是存在着诸多问题。今天我们通过研究科举制度的兴衰历史，探究出科举制度的合理内核以及走向衰亡的根本原因，以飨公务员选拔制度，为公务员制度的改进和完善提供坚实的理论和现实依据，同时也让我们重新审视科举这一制度，珍视我们民族的伟大的文化结晶！科举制度的兴衰对公务员选拔制度的影响和启示:http://www.751com.cn/wenxue/lunwen_52421.html
