摘要网络舆论具有即时性、开放性、互动性、匿名性、透明性等特点，这些特点对公共政策的制定产生了双重影响。网络舆论既可能促进公共决策的科学化民主化、提高公共决策的有效性和执行力，也会因话语权垄断削弱公共决策的公共性、因群体极化扰乱公共秩序影响公共政策的公平性。针对网络舆论在公共政策制定过程中的消极影响，提出了制定公共政策中发挥网络舆论积极影响的建议，包括建立和完善相关的法律法规、提高政府对网络舆论的整合能力和引导能力、增强网络基础建设并优化网络舆论环境、提高公民参与公共决策的意识与能力。决策者要认识到网络舆论对公共政策制定产生的影响，趋利避害，促进我国公共政策的科学化与民主化。25988

Abstract
Network public opinion has the real-time, openness, interactivity, anonymity, transparency, etc,
these characteristics has dual influences on the public policy formulation.Network public
opinion can promote scientification of public decision-making democratization, to improve the
effectiveness of public decision-making and execution,meanwhile, Discourse monopoly weaken
the publicness of public decision-making,and group polarization disrupt public order affect the
fairness of public policy.Against negative influence of network public opinion in public policy
formulation process, put forward the public policy plays the influence of network public
opinion actively suggestions, including establishing and perfecting relevant laws and
regulations, improve the ability of the government on the integration of network public opinion
and guidance ability, strengthen the network infrastructure and optimize the network public
opinion environment, improve the consciousness and ability of citizen participation in public
decisions.Policymakers should recognize the impact of network public opinion on public policy,
draw on advantages and avoid disadvantages,to promote the scientization and democratization
of public policy in our country.
